Background:
The current programming related to disaster risk management is the Rights in Crisis program that aims to ensure the poorest and most vulnerable Indonesians, in particular women will be better able to cope with a range of shocks, including economic‐related shocks, human‐made and natural disasters, and the negative impacts of climate change through their capacities and through the supports and services available to them in their immediate and wider communities. Therefore, since the program has been implemented mid‐way, a Mid Term Review is being commissioned to check whether the program progress is moving in the right direction and to identify additional adjustments that may be required to achieve better outcomes and higher impacts.
Aims and Objectives:
– To meet accountability requirements for key contracts (ANCP and contribute to HPA).
– To assess progress towards intended long-term outcomes.
– To harness learning to inform the design and implementation of the program, moving forward.
– To enable sharing of findings/ learning with partners and communities and provide a basis for them to feed into future iterations of the program.
Scope:
The evaluation consists of the following main activities:
1. Desk review
2. Inception report
3. Data collection
4. Data analysis and verification
5. Preparation of final report
Methodology:
Data collection (interviews, focus group discussions, questionnaire)
