In alignment with the ASEAN 2023 Chairmanship, RDI facilitated the seminar Disaster Risk Financing and Adaptive Social Protection Implementation in Indonesia. This is initiated by the Indonesian Ministry of Finance (Kementerian Keuangan Republik Indonesia) in collaboration with UNICEF Indonesia. This seminar commenced at Yogyakarta Mariott Hotel on Monday, 10 July 2023. The aim of the seminar is to enhance understanding of Indonesia’s progress and recent initiatives in DRFI and ASP implementation. Furthermore, it also explores and identifies the potential synergies and interlinkages between DRFI and ASP in building resilience, especially among vulnerable groups such as children, women, or those living in high-risk locations.
The welcoming remark was served by Wiyos Santoso, S.E., M.Acc., (Head of Regional Financial and Asset Management Agency DIY). Next, Doktor Parjiono (Assistant to the Minister for Macroeconomics and International Finance Affairs, Ministry of Finance of the Republic of Indonesia) served the opening remarks. There were five discussion sessions today, starting with a discussion on Advancing Disaster Risk Financing and Insurance Strategy: A Look at Indonesia's Current Progress which was presented by Yogi Rahmayanti, S.E., S.S.T, Ak., M.P.P., Ph.D. (Head of the Regional and Bilateral Policy Fiscal Policy Agency (Badan Kebijakan Fiskal - Kementerian Keuangan Republik Indonesia), Ministry of Finance of the Republic of Indonesia). Next, there was Dinar Dana Kharisma, B.A (Econ), MALD, MA,. Ph.D. (Directorate of Poverty Reduction and Community Empowerment, Ministry of National Development Planning/National Development Agency of Republic Indoensia that discussed Reforming Indonesia’s Social Protection through Adaptive Social Protection.
There was also Dyah Larasati, B.A (Econ), M.Sc, (Social Protection Expert) who presented the Considerations and Recommendations for Operationalizing Indonesia’s Adaptive Social Protection. In the context of Emergency Social Protection Financing towards Child Sensitive, Gender Responsive, and Adaptive Social Protection., Ruben Villanueva, M.Sc, Social Policy Specialist (Social Protection) (UNICEF Regional Office for East Asia and Pacific) discussed it thoroughly. Last but not least, Dr. Saut Sagala (Senior Research Fellow of RDI) shared his perspectives on Integrating ASP and DRFI: Key Considerations.
The seminar was then followed by a panel discussion which was moderated by Ramanditya Wimbardana Wimbadi, Ph.D. (Fellow Researcher at RDI). To complete the panel discussions, Dr. Ir. Udrekh, S.E., M.Sc., Ph.D., (Director of Disaster Risk Mapping and Evaluation (PERB) Badan Nasional Penanggulangan Bencana) and M Shafiqul Islam, Ph.D., (Social Policy Specialist, UNICEF Indonesia) were present as panellists. To wrap up the seminar, Maliki, ST, MSIE, Ph.D. (Acting Deputy Minister for Population and Manpower, Ministry of National Development Planning) served his closing remarks.
