Monitoring and Evaluation of PIONEER Mechanism in Sigi District, Central Sulawesi

The implementation of the PIONEER (Partners for Inclusion: Localising Inclusive Humanitarian Response) project is nearing its completion. Thus, the PIONEER Management encompassing of Arbeiter-Samariter-Bund (ASB) Indonesia and the Philippines represented by Fabio Dinasti & Arya Bagus, Humanitarian Forum Indonesia (HFI) represented by Widowati, Advocacy for Disability Inclusion (AUDISI) represented by Marina & Yustitia Arief, and Resilience Development Initiative (RDI) represented by Medhiansyah Putra and Belia Ega Avila conducted a field visit to one of the locations of PIONEER project, namely Sigi district. The field visit was held for four days from the 10th to the 13th of August 2022. The visitation aimed to monitor and evaluate the PIONEER activities, conduct a workshop, and give assistance in the earthquake evacuation drill.

On the first day of the visitation (10/8), the PIONEER management conducted a coordination meeting to prepare the workshop. The purpose of the workshop was to strengthen the equal partnership and meaningful participation between the PIONEER members, encompassing Pokja Opdis Central Sulawesi as the representation of OPDs, LKSLU (Lembaga Kesejahteraan Lanjut Usia) Pelita Hati as the representation of OPAs, Dompet Dhuafa as the representation of local humanitarian organisation, and Local Governments in Sigi District. After preparing the workshop, the PIONEER management visited the PIONEER members to have a casual discussion regarding the progress, challenges, and strategies to succeed the PIONEER project.

Then, on the second day (11/08), the PIONEER management held a workshop in Depot 88. The agenda of the workshop began with a presentation from the representation of PIONEER management regarding the localisation concept and its development, then it was followed by discussion with the PIONEER members. The PIONEER members were divided into four groups to identify achievements and things that have not been achieved from each indicator in the 7 dimensions of localisation. Besides that, they also mapped the potential and resources possessed by each organisation to support the implementation of the PIONEER project and for collaborative humanitarian response activities in the future. The results of the analysis were used as a basis for formulating a follow-up plan after the PIONEER project and simultaneously analyzing the possibility of further collaboration with local governments.

Furthermore, the activity carried out on the third day (12/08) was related to the trial of disaster evacuation drills in Bora District. The OPDs and OPAs worked together to plan the activities from the beginning to the evaluation phase. After that, the activity was followed by a Focus Group Discussion to discuss the progress of a policy brief related to inclusive disaster management. The policy brief is planned to be submitted to the Regent of Sigi District so that it will be followed up immediately and set as a Regent's regulation.

On the last day (13/08), there was an earthquake evacuation drill carried out in Bora Village, one of the earthquake-prone areas. The event was attended by the local government represented by the Local Disaster Management Agency (BPBD), the Community and Village Empowerment Service, the Social Service, and the Regional Planning and Development Agency. The evacuation drill was different from the general evacuation drill since it involved people with disabilities and older people. Based on the previous disaster response activities, the participation of PwD and older people have not been considered yet. They tended to be excluded from humanitarian response activities. Whereas, their participation in every phase of disaster management (preparedness, response, and recovery) is crucial to achieving an inclusive humanitarian response. Therefore, this activity can encourage the local government to increase the role and participation of OPDs and OPAs in humanitarian response activities.
