The CLEAR+ framework has been developed as an analytical tool to gain a deeper understanding of how climate risks affect food security. By focusing on livelihood zones rather than administrative boundaries, this approach places communities and their livelihoods at the forefront of analysis, emphasizing a people-centered perspective.
In collaboration with partners and its Service Provider, WFP has conducted a thorough series of data collection exercises for each existing livelihood zone in the Province of Nusa Tenggara Timur (NTT). This assessment was carried out to establish a baseline for resilience and to better grasp the dynamic interplay between climate, livelihoods, and food security. The overall resilience of both agricultural and non-agricultural livelihoods was evaluated through an analysis of livelihood sensitivity, diversity, early warning capacity, social protection, and food security. Additionally, projected climate data will be used to assess the potential impacts of climate change on livelihoods and food security.
Following this integrated analysis, which merges data on livelihood resilience with projected climate information, tailored adaptation options will be formulated for specific livelihoods and sectors. These insights will inform recommendations for the development of Provincial Adaptation Plans in NTT Province, particularly in addressing climate-related challenges through a sectoral approach.
