Background:
Indonesia is a vulnerable country prone to natural disasters, causing social and economic damage. UN Joint Programme in Indonesia implemented two projects to respond to disasters in East Java and North Sumatra, improving livelihoods of communities affected by Mount Kelud and Mount Sinabung eruptions. The projects strengthened government capacity for pre and post-disaster recovery planning based on DRR principles and gender sensitivity. The programs were supported by FAO, UNDP, and New Zealand Aid Programme.
Aims and Objectives:
- To conduct an independent assessment for multi-stakeholders (UNDP, FAO, ILO BAPPENAS, BNPB, local government of target areas, IDF Secretariat, and NZAID as key donor) on the project’s success and failures, impact and multiplier effects, the sustainability of project activities.
- To synthesize lessons learned for future program inputs.
Scope:
This evaluation was done after the completion of the project. Some of the beneficiaries in the government officials have already been rotated into new agencies or new positions; one head of division has retired. In general, when the new officials were interviewed, they provided limited or no information about the UNJP projects.
Methodology:
-Data Collection: FGD, in-depth interview, observation, document review.
-Data Analysis: Qualitative & quantitative approach.
