Background:
Yayasan Sayangi Tunas Cilik and the Indonesian Ministry of Social Affairs are collaborating to develop a concept of integrating community-based mechanisms on child and family resilience with social protection in Cianjur District. YSTC seeks an institutional firm to conduct a comprehensive risk assessment to plan the future and strategy of the pilot intervention. Understanding why some children do well despite adverse early experiences is crucial to inform more effective policies and programs that help more children reach their full potential. Resiliency theory provides a useful framework for considering how promotion factors may operate to encourage positive child development. The readiness of children and their families with protective experiences and coping skills will help them encounter significant adversity on the other toward positive outcomes. The single most common factor for children who develop resilience is at least one stable and committed relationship with a supportive parent, caregiver, or other adult. Community mechanisms are critical components of the national system and may support and supplement government capacity in resource-poor settings and places where the government is unable to fulfill its duties. Mobilization of and support for a network of community mechanisms also have the potential for significant coverage at scale and promote the long-term sustainability of child protection and care action beyond emergency recovery.
Aims and Objectives:
To answer and collect the qualitative data based on the following questions:
1. What risk and protective factors for strengthening child and family resilience to face emergency situations?
2. What prerequisite conditions are needed to extend the role of social protection in achieving sustainable child and family resilience?
3. What pre-existing mechanisms and practices at the community level to strengthen community based mechanisms in building the ownership and engagement of all parties (including by children, families, communities and government) at all levels.
4. What national and local existing policies and regulation supported and who expected institutions and key actors that responsible for improving resilience through integrating CP and SP at district and community levels?
