Background
The Indonesian government is currently trying to integrate Adaptive Social Protection (ASP) into Indonesia’s social protection framework, as an initiative to reform social protection. However, the ASP concept is still in its infancy and lacks a comprehensive understanding in some areas. Meanwhile, other alternative forms of protection that utilize community-based financing can provide a more complete picture of community capacity and resilience.
This research therefore seeks to understand the potential for broader use of social protection systems beyond state-centered ASP mechanisms, by incorporating informal community-based risk-sharing arrangements and other alternative protection measures against climate impacts. This concept-testing project hypothesizes that formal social protection models complemented by community-based protection mechanisms combine to offer comprehensive protection against climate shocks.
Scope
This research focuses on the East Nusa Tenggara (NTT) Province, especially the East Sumba Regency.
Aims and Objectives
Understand the potential use of a more extensive social protection system beyond the state-centric ASP mechanism to include community-based informal risk-sharing arrangements and other alternative protection measures against climate impact:
- Understanding the multi-layered, multi-level, and multi-facets of formal social protection pathways.
- Mapping existing community-based protection arrangements in the context of understanding existing adaptive climate protection.
- Exploring mechanisms on how to integrate formal and informal adaptive protection arrangements.
- Understanding how adaptive social protection can be achieved with or without an empowerment agenda.
