Supporting Air Quality Monitoring for a Healthier City of Jakarta
In order to develop air quality monitoring analysis, RDI, and C40 Cities have collaborated to conduct Jakarta’s Government Working Unit meeting, which was supported by the Jakarta Regional Cooperation Bureau and Jakarta’s Environmental Agency (Dinas Lingkungan Hidup Provinsi DKI Jakarta) on Monday, 15 May 2023 at Jakarta City Hall. This meeting was attended by various work units under Jakarta’s Government and specifically discussed the Air Quality Urban Action (AQUA) toolkit Transport module to develop an analysis of air quality and public health through the AQUA toolkit based on transportation policy scenarios in Jakarta. Vivian C. Pun (The C40 Cities Senior Technical Advisor in Air Quality and Health) was present in the meeting to share insights regarding the AQUA toolkit module.
Mr. Enggar Ferry (Head of the International Cooperation Division, Jakarta’s Government) and Mrs. Rahmawati (Sub-coordinator of the Environmental Quality Monitoring Affairs Department, Jakarta’s Environmental Agency) began the discussion. On another side, Dr. Saut Sagala (RDI Senior Research Fellow) and Dr. Elisabeth Rianawati (RDI Director) also shared their perspectives from the initial studies on developing the recommendations for the implementation protocol of low-cost sensors (LCS) as part of
the air quality monitoring system in Jakarta. Also, they aimed at gathering initial information regarding the implementation of scenarios as well DKI Jakarta’s transportation priority policy as part of an improvement effort in Jakarta’s air quality. The other representatives in the discussion were from
the Environmental Agency, Transportation Agency, Economic Buerau, Development and Environmental Bureau, and Development Planning Agency at the Sub-National Level.
Still in the running to enhance Jakarta Air Quality Monitoring, RDI organized the Focus Group Discussion: Low-cost Sensor (LCS) Implementation in Enhancing Jakarta Air Quality Monitoring at Jakarta City Hall. Similar to before, this FGD was supported by the Jakarta Regional Cooperation Bureau and Jakarta’s Environmental Agency. Several national and provincial government stakeholders, NGOs, academic institutions, and private sectors participated in the forum.
Silvana Tarigan (Regional Secretariat Development and Environment Bureau of Jakarta’s Government) speech in the opening, followed by a brief explanation of air quality monitoring im- improvement in Jakarta by Erni Pelita Fitratunnisa (Head of Pollution Control and Environmental Damage, Jakarta Environmental Agency). Furthermore, Dr. Vivian C. Pun (Senior Technical Advisor of C40 Cities) and Dr. Saut Sagala (Senior Research Fellow of Resilience Development Initiatives) explained project exposure and the study of LCS Regulatory Recommendations. Next, all participants were divided into four groups to deliberate on the idea and recommendations for LCS implementation. To sum up, brief rules and procedures, along with human resource allocation are needed for the operationalization of LCS. There should be responsible parties for maintenance, and training of relevant agencies, including technical guidelines. Quality and accuracy standards are needed for LCS devices so that users and the public can have confidence in the validity of data generated from monitoring with LCS. Hence, there will be several upcoming dis- discussions to enhance the preparation of LCS usage.
